Entry 018 - (Original post removed) the "shepherd program" wasn't a quarantine for the project's victims. it was a pipeline to harvest them.
the files just don't make sense. the shepherd program is the quarantine program under ARCHER and PHOENIX to house the victims and their families of prior and ongoing experiments conducted under both those and project GABRIEL. i thought maybe, in some twisted, fucked up way, it was a sort of protection.
but i was wrong. i was naive.
it wasn't a simple "house and monitor" situation. i saw that with eleanor, how they used her grief as a sick, sixty-year experiment. but the full reality is way worse.
i've been going through the PHOENIX directives for the shepherd program. i found a recurring designation: "kc node." i thought it was a place. kansas city, maybe. it's not.
"kc node" stands for "keystone conduit."
according to this directive, each saltbox town, each quarantine zone, has a single, designated "keystone conduit." it's one of the shepherds, a survivor who, like eleanor, shows an anomalous resistance to the sef contagion. but their resistance isn't passive. they act as a psychic hub. a node. they can feel, and to some degree, influence the other hosts in their sector. they are the unknowing zookeepers for their own people, their minds linked together in a network I don't believe they can even perceive.
but that's not the worst part. the directive has a final, heavily redacted section: final disposition protocol. it states that any host within a shepherd's network who progresses to stage iv, who becomes too unstable, too dangerous, is not to be terminated.
they are to be "transferred to the kc node for processing."
the directive is co-signed by the director of PHOENIX, claude veyreir, and the ceo of a private contractor. a european foundation called "pastore."
they're not just observing them. they're not just using them as bait. they are harvesting them. they are taking the most dangerously afflicted victims, the ones on the verge of a full body catastrophe, and they are sending them to a central location, to a single person, for some final purpose i can only imagine is worse than torture... a use.
the saltbox towns aren't the end of the line. they are just the first stop in a very long and detailed and fucked up pipeline. and it all leads to a single, unknown person who is the head of all of this.
